Uninstall all third party antivirus programs to see issue resolves.

Can you open browsers from Safe Mode?

more info....

what error message you do get when opening any of those programs that don't open?

versions of FF, IE, Chrome?

AV software?

OS?

sounds like it may be blocking all .EXE files, what does work?  Word?, email software? notepad?

did Safe Mode work?

Instead of reading this, why not do a backup of your PC.

You won't regret it.

Didn't you say you "uninstalled both" and does that mean Avast or do you still have it installed?

You need to eliminate some variables from the problem equation - uninstall Avast, restart and see how things look.

But Avast should not be loading in Safe Mode but who knows with that thing.

You can always reinstall it again later, right?

Have you tried a system restore to a time before this problem started ?  Since it only started on the 7th I would expect you to have at least one restore point from before this date.

If you do have such a restore point you may find that updates want to be installed. Install these, as far as you can, one at a time. If the problem was caused by an update then you will isolate which update is causing the problem.
