My computer keeps notifying me over and over again that my outlook settings are out of date. I do not use outlook so I do not give a bleep. I clicked the little notification thingie and then, when it took me to my account, clicked "ignore." But it keeps on pestering me to update. Please help me to shut this God damned thing up.

If you don't use Outlook, uninstall it. That will certainly solve the problem.

Actually, this sounds familiar, and it's one of those weird errors that's not always directly related to the message.

Could you please post a screen shot of the error message box the next time it shows up?
