rundll32.exe UAC admin prompt when changing audio devices

I have been having a problem for a while where I get a UAC prompt when I open my audio playback devices dialog. If I boot into safe mode it does not have the UAC prompt.

 

The prompt reads: "C:\WINDOWS\system32\rundll32.exe" shell32.dll,Control_RunDLL mmsys.cpl,,playback

I am using Windows 10 with the Creators update and had the issue before the update.
