If it's been stuck for quite a few hours I would just power off the machine by holding in the power button and restart machine.

 

I've seen it on a machine before and that was the only thing that worked.

Try leaving it off for a few minutes before you turn it back on, and turn off all power to the machine (so it doesn't do a faststart boot to the same situation)

 

Remove battery, power lead etc if it's a laptop, and drain excess static from machine by holding in power button for 20 seconds while machine is off and completely without power.

 

Then restart machine.

the problem is solved after logging in to another account. so weird
