USB 3.0 / 3.1 ports reverting to 2.0 speeds regardless of config

I have built a few desktop rigs with various configurations, on Win 10 x64. One thing I realise that's common is that my WD/Seagate USB 3.0 hard drives / Lexar Professional USB3.0 SD card readers sometimes revert to USB 2.0 speeds (30mb/s) even though it is plugged in to a 3.0 / 3.1G2 port. 

 

This happens regardless whether it is a native Intel controller or Asmedia controller. I presume the Intel drivers should be auto updated as I cannot find any standalone drivers for Win10. 

 

Is this a Windows issue? very sure it is not my hard drives'/readers' issue since they exhibit the same problem with different rigs.
