Wrap Points for Publisher 2016

I have a 2007 Pub doc opened in 2016 Publisher. The pics that have manual wrap points are not operating as they should. The "white space" in the pic still covers the text, even tho when I adjust the wrap points, the text moves with it UNDER the pic.  

 

The same thing happens when I open the document in Publisher 2013 on another computer.  

 

I have also tried opening a new doc in Publisher 2016, entering text, and inserting a pic.  I get the same results.

 

I tried Microsoft's live chat, and they couldn't help me with this.  I tried calling their 800 number, but the waiting list is 30-60 min, and my phone line would get disconnected (likely not their fault, but my provider's).

 

I am operating the 2016 Publisher on a Latitude E6430.  Windows 7 professional, SP1.

 

Any help that can be offered, I'd appreciate it.
