When i start up my computer it says that the Chip is running at 200Mhz, i have an AMD 3200+ and just woundered what it should be at for normal running? ive been in the bios and can see i can change it, id guess more for overclocking.

200MHz is what the HTT should be for an AMD. You get the CPU speed by multiplying the HTT with the CPU-multiplier. Memory speed is also a specific ratio of the HTT, as is the HyperTransport. Changing the HTT speed will over- or underclock the computer.
