I started having this problem a year ago nearly, but I didn't think much of it because I was playing dota 2, and I thought that was the only issue because it had some very dramatic updates. My pc used to handle games very well, and I don't think my rig is that bad but i'm not saying it's the best either. It shuts down when I watch videos on my browser for too long, however if I do that with a file on my desktop, it does not, which made me think this was some kind of CPU issue/ overheating. The game ive been playing recently uses more gpu than cpu, but I still have the same problem (my pc matches the requirements to all the games Ive played even with the lowest settings). I've cleaned my pc of dust, refreshed it brand new, searched it for malware, tried to update my drivers, and nothing works. I could play any game and still get 20-30 fps tops, and even when I have a good 30, it stutters back to 5 for a few seconds then goes back to 20-30 again. I would very much like to know what the issue is, or what i can do to fix this other than get a better cpu/gpu.

Here's my rig:

Operating System : Windows 7 Ultimate 64-bit (6.1, Build 7601) Service Pack 1
Processor : Intel® Core™2 Duo CPU     E7500  @ 2.93GHz (2 CPUs), ~2.9GHz
Memory : 4096MB RAM
Current Clock Speed : 2926MHz

Video card: ATI Radeon HD 5450

Motherboard; Veriton M48

Please download MiniToolBox  , save it to your desktop and run it.

Checkmark the following checkboxes:
List last 10 Event Viewer log
  List Installed Programs
List Users, Partitions and Memory size.

Click Go and paste the content into your next post.

Also...please Publish a Snapshot using Speccy taking care to post the link of the snapshot in your next post.

Go to Piriform's website, and download the free version on the left.  Click Download from Piriform.com (the FileHippo link requires an extra click). Or if you want to use a portable version of Speccy (which doesn't require installation), click the builds page link and download the portable version. You will now be asked where you want to save the file. The best place to put it is the Desktop, as it will be easy to find later.

After the file finishes downloading, you are ready to run Speccy. If you downloaded the installer, simply double-click on it and follow the prompts until installation is complete. If you downloaded the portable version, you will need to unzip it before use. Right-click the ZIP file and click Extract all. Click Next. Open up the extracted folder and double-click on Speccy.

Once inside Speccy, it will look similar to this (with your computer's specifications, of course):

post-33068-0-86653600-1480692866_thumb.j

Now, at the top, click File > Publish Snapshot.

Click Yes > then Copy to Clipboard

Now, once you are back in the forum topic you are posting in, click the ADD REPLY or REPLY TO THIS TOPIC button. Right-click in the empty space of the Reply box and click Paste. Then, click Add Reply below the Reply box.

I've cleaned my pc of dust

explain how you did this?

this sounds like a heat issue to me, either your CPU or GPU card is overheating

you speccy log says your GPU temp is at 103C....that is very hot, especially without a game running

i would recommend removing the fan/heatsink from your GPU and cleaning them really well,

when reinstalling them you need to apply new thermal paste (after cleaning the old paste off using alcohol)

Cleaned it entirely with compressed air (dust cleaner) couple times
