IYO, what is the best image viewer for Windows 10?

I need these three necessities in an image viewer:
1. Resize
2. Crop and
3. Save to various file types

Irfanview -  http://www.irfanview.com/


Faststone viewer -  http://www.faststone.org/


My personal preference is for Irfanview, I use it intensively, others speak well of Faststone. I have tried it but it doesn't meet my needs as well as Irfanview, but that is a purely personal preference. they are both excellent image viewers and moderate editors. Well worth a look.
