Win 7  My email program "Outlook.com" has split into two emails within the email program, one is called "Focused" the other one called "Other". what could be the cause and how do I fix it.

This is a new feature and not a hi-jack of your email program. Depending on your needs however, it may be a problem but can be easily configured to suit you.
A detailed article of Inboxes, Focused and Other for: Outlook 2016, Outlook 2016 for Mac, Outlook.com, Outlook on the web for Exchange Server 2016.
P.S. I have found this feature quite useful once trained!
