Need Help! Windows defender detects this but no permanent fix

Windows defender detects these and quarantines, but no permanent fix as they keep appearing.

I have no clue what these are and how to fix this permanently.

 

I also have AVG PC Tuneup > Registry cleanup didnot help.

I also installed Avast premiere 2017 > Full Scan didnot turn up anything.

EDIT: Ran a Microsoft security Scan, and caught this. Hopefully this fixes it permanently.
