Change to English Language

I need help changing the OS into English.  Right now it's displaying most of it in a foreign language.

I tried the suggestions in video tutorials/articles.  I have set English to default (it's at the top).

I've gone to region settings also and everything there is set to English (US) in all the tabs.

I rebooted the computer and it's still not in english, meaning when I go into start menus/options or if I go into properties it's all in a foreign language.


Any help?

Have you tried re-downloading the English language pack?
