When I am in a folder, right click and then click on View, Auto Arrange and Align to Grid are not there? I can not rearrange the Icons. When I drag the icon to a new position it just goes back where it was? Windows 10 Pro with Creators update 1703.

That option is available only on the desktop, not in folders. It's always been that way.
