Cryptbase.dll missing

Hello I need help. My computer was running windows 8 but I upgraded to windows 10. After awhile my computer became a little laggy, so I refreshed and reset it (while keeping my files) After that, I tried to clear some memory space by deleting the old version of windows. Now, my computer hangs very frequently and it takes very long to boot up when I on it. After I turn it on, I have to wait about 10 minutes, and the "crypt.base.dll missing" will be prompted several times. What can I do? It is almost dysfunctional now. Please help me!!

Type cmd.exe in the search box, and right click on the result, selecting Run as administrator.

Type sfc /SCANNOW and press Enter.
