Control Panel and Admin Apps Missing

Control panel is only visible when I search for it and when found, I cannot click on it. I am able to run apps if I find the file like appwiz.cpl and run as admin.

What version of Windows are you using?

 

What security software do you have running on your system?

 

Have you tried using System Restore to roll your system back to a point before the issue occurred?

Windows Defender

Rollback has not been tried

System Restore is not Accessible from the Menu

Try booting into Safe Mode.
