Booting from CD-ROM

I am not sure I am asking this in the right section. I am trying to wipe me laptop with dban however I can not get it to boot from the cd rom. I changed the boot order in the bios, but still nothing. It is an HP laptop with Windows 8.1

Try turning off Fast Startup...
