I have a dell optiplex 745 mini tower I just installed a new cpu a q8200 and now I have a solid amber light what do I do

I never make the same mistake twice....I always make it 5 or 6 times just to be sure!

according to online info the optiplex 745, the fastest processor you can use is a qx6800.  so I think your processor is not compatible.
