Can not start my desktop Mac mini.

I am putting back together my desktop Mac Mini after a move. I have a Mac Mini system, HD monitor and Logitech keyboard. It is showing an orange light on the monitor, (meaning off), instead of blue, (meaning on). When I plug it in and out of the wall it turns blue for a moment and the monitor says DVI and VGA have no signal. I have unplugged and replugged all of the cords as well as into the wall. The HDMI cable from the system plugs into the wall, and a black cable from the back of the monitor. Any ideas of how to get it to start?

The error message you are getting on the monitor means it's not getting a signal from the Mac; the orange light means the same thing, the monitor is on but it's not getting a video signal.

Why is the HDMI cable plugged into the wall? That should be plugged into the Mac. I'm not sure what the other black cable is -- a power cord? Or something else?
