Side-by-side config error... can only run Chrome + Explorer

Title explains the issue... I've tried DISM repairs but it fails because it can't run the applications it needs to to repair C++... any ideas?

This is the error it throws when attempting DISM repair:
 

Error: 0x800f0906
 
The source files could not be downloaded.

Download the Visual C++ redistributable and re-install it.

I can't run the .exe, I get a side-by-side config error. I literally can not run any other .exe's barring Chrome and a few select programs.

You might try booting into Advanced Startup Options and do a repair.

Repair couldn't fix anything, so going to Reset Windows I think.

I would try a Refresh with the Keep my files option...

Boot off the Windows installation media and run it.

I try running it from install media, it loads and tells me to unplug it and restart normally. I do that and nothing changes. It just boots into its broken mode.

Have tried booting the install media, following steps and reseting - it doesn't like that either.

Try booting into Safe Mode.

Blue screen came up as a system service failure, will try booting into safe mode now
