Don't have permission to remove malware

I have been trying to remove several malware items using RKill, Malwarebytes (which couldn't connect to server), Zemana, and currently Malwarebytes Anti-rootkit.  Nothing seems to be able to remove prdpw64.exe.  It tells me I don't have permission.  I have tried all the above and it won't leave me be.  

 

Chrome also keeps changing settings to using a proxy-server which cuts my internet connection in Chrome. I don't know if this is related or not.

try updating and running malwarebytes in safe mode,

 

no point in running it if it cant update (connect to server)
