Can't open Network, gives me error saying program is not assigned.

If I go into Network, then try and access any device on the network, explorer throws up the following error:
"Explorer.exe, This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel" The same thing happens also if I try to right click a file > open with > choose another app
 
I've tried running 'Windows Repair All In One' with all the repairs checked, and doing an sfc scan now, but the problem remains. Any ideas? Thanks.

It sounds like your file associations are a bit mixed up. 2 options to fix are shown here

Thank you. It seems though I can't run the directory.reg or drive.reg. I tried booting into safemode but no luck. It gives me:

"Not all data was successfully written to the registry. Some keys are open by the system or other proceesses, or you have insufficient privileges to perform this action."

 

Though it seems to have half fixed it. I still can't access Network, but I can now access the Open with > choose another app dialog.
