My computer makes strange noise

Latly, every time that I turn on my computer, it's making a strange loudly noise.
The noise continues for about, 2 or 3 minutes, and stops.
I have tried to fix it by many ways, like cleaning dust, check if something disturbing the fans or even reinstall windows.
What should I do?

Some systems will ramp the fans on high  at initial powerup until the temps are gathered and temp control profiles begin kicking in...

I'm afraid your'e wrong, It's not that kind of noise, it's like something touches the fan.
