My desktop doesn't always do this, but a few times I've noticed that when I shut it down, it doesn't shut down completely. The monitor goes off and the power button is not lit up, but I can hear a little noise (I think it's the fan) and also when I look at the router it's still showing an active Internet connection for that computer (the light turns off if it's shut down).

How do I get it to shut down completely every time?

Try disabling Fast Startup.

You can do a complete shutdown by opening a command prompt and typing

shutdown /s /t 0
