Can't drag and drop in Windows 10

All of a sudden I can't drag files from Win Explorer into programs.  I also need to drag Program file into Chrome extensions.  There is no way to copy and paste the file that I have found.  I can't use the program until this file is moved into Extensions.  Please help.

You can try the steps below

1)  Look for an affected icon.

2)  Click and HOLD the icon with the Left mouse button.

3)  Press Esc while holding the Left mouse button.

That's it!
