My System Doesn't Have System Reserved Partition

Before Reinstall, I have Formatted my Drive C. But System Reserved Partition Doesn't appear. Is this Normal? What is the negative effect of this?

 

How can i Create System Reserved Partition manually?

That is normal if you install onto a reformatted partition, as there isn't room to create the System Reserved partition. It's not a problem, since its main purpose is to reserve room to allow the drive to be encrypted using Bitlocker. If you do not wish to encrypt the drive, not having the System Reserved partition won't cause any difficulty.
