Spinning Blue Circle Desktop pointer Windows 8.1

for over a month now, the cursor on my windows has been spinning for like five seconds and then stops. it's irritating, because it actually prevents me from typing properly. also i can't edit as well . tried system restore but it did not work. also tried shutting it down via command prompt but it did not work. the only time it stops for a while is when i perform a full system scan. and that is only temporal.

Open the Task Manager and see what programs are running.  If you find a program that is not something you opened click/tap on End task.

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.
