Computer won't turn on properly, turns on at random (Powers on, no display)

My computer is unable to turn on properly. After hibernating or being turned on, when I press the power button the computer boots on, but the monitor shows no display. Only after pressing the power button on and off does it randomly turn on properly, this is the only way to turn it on. This happened about several months ago at random.

I tried reseating the RAM, reinstalling the CMOS memory, cleaning the PC, and cycling the power with the cables out. Also tried rolling back GPU drivers as well as updating them. No luck. 

Anyone aware of what the issue might be?

What happens when you try to boot into safe mode?
