Help! Stuck in a update/startup loop

Windows 10.0.10240

I have checked all the posts with similar problems to this but they did not have the answer to fix this all the way

 

   

As the title says

I turn on the computer -> HP logo ->

computer restarts. Rinse and repeat. Left it on for several days and nothing changed.

 

First thing I tried to do was get to windows RE.

I managed that fine. 

Then I go to run sfc /scannow

Nope, There's a windows update pending

Okay that makes sense but I can't get into safe mode, startup repair hits an incompatible OS error in the SRTTrail.log file. Trying to reset the PC doesn't work either nor is there any restore points. 

so I deleted pending.xml in X:\Windows\WinSxS\ and ran sfc again

This time sfc runs verification to 100% then says Windows resource protection could not perform the requested operation. 

Does anybody know what I have to do? Or whats going on? I've never ran into a problem like this.

DISM /image:X:\ /cleanup-image /revertpendingactions

->

Error 87:

The /Image option that is specified points to a running Windows installation

To service the running operating system, use the /Online option.

 

Should I try /Online?

DISM /Online /cleanup-Image
/RevertPendingActions ->

Error: 50
DISM does not support servicing Windows PE with the /Online option. The DISM log file can be found at X:\windows\Logs\DISM\dism.log 
 
don't know how to paste this log file into here it's big mostly just a lot of information from Running DISM

So windows thinks I'm trying to run DISM.exe from a Pre-installation environment. I'm going to follow this guide for a misplaced registry key and see if that helps  https://appuals.com/error-50-dism-does-not-support-servicing-windows-pe-with-the-online-option/

 

Edit: Unable to do this, the registry does not contain the key the link wants me to delete because the key is only there for a running windows os.

 

Also, this when I try to do DISM.exe /Image:C:\  /Cleanup-Image   ->

Huh, we may have reached the end, even though there are further options that we can try. If you're in a hurry, you can reinstall Windows, by either using HP's Recovery Manager or by utilizing Microsoft's Media Creation Tool.

Try this comamnd please:

DISM /image:C:\ /cleanup-image /revertpendingactions
And if that fails, try this one:
DISM /image:D:\ /cleanup-image /revertpendingactions

On /image:c:\ -> the cleanup-image option is unknown

On /image:D:\ -> unable to access the image

On /image:x:\ -> unable to do this to online image

And bought new October 16th 2015.

It is an HP HQ-TRE 71025
