Has anyone had problems with mailto: in Windows 7?

I'm developing a program in VB.Net using Visual Studio 2017.  I discovered that my code, as shown below, works in Windows 10 but not Windows 7.  On the VB Forum I was informed that it's not a coding issue but an OS specific problem.  I was just wondering if anyone else is having this problem?  Some posts online indicate that some are having problems with it in Windows 10, but like stated above, my problem is with Windows 7.  Very odd.

I am not too familiar with VB.net but maybe use a shell function instead of Process.Start()

I was finally able to direct mailto to open my email client in Windows 7.
