Open source ransomware. Is it a big problem?

There are lot of open sourced ransomware in github with detailed guide how to setup ransomware in server and etc. I've contacted github twice and they primosed to remove but they didn't. They don't care about Mirai open source either... The open sourced illegal tools really helps hacker to improve their code and make their tool being stronger which kind of sucks.
