Almost Constant scrolling of content on monitor

I have WIN 7 Professional, about 5 years old. Tried the MSconfig option I discovered by Googling for help. Have started and restarted but no luck. I am not computer smart. Use a manual connected mouse. Thanks for any ideas.

You tried WHAT msconfig option? And please describe your problem in detail.
