Do they disappear temporarily or are they permanently deleted?

They are permanently deleted from the individual list.
Then I know nothing about it, a while back when I had it when I would use a VPN the network would make me lose my contacts until I disconnected from the VPN, i'm sorry I couldn't help

Well, part of the issue may lie in the underlying account(s) and synchronization method(s).
When support was being pulled from Windows Live Mail Microsoft officially announced that it's existing synchronization for Outlook.com accounts (I want to say it was called DeltaSync, but I absolutely could be wrong here) was being deprecated and would eventually be removed entirely. If this is the synchronization method you've been using then that could explain the problem if it's still partially functional, partially not.
So far as I know both IMAP and POP still work under Windows Live Mail 2012 though Microsoft's old proprietary sync system does not.

I have no idea of what version of Live Mail that I have. It seems that I need to change E Mail programs. What E Mail program would you suggest? I would appreciate your recommendation.
