Well I tried the system restore error 0x80070091 fix :

Rename the WindowsApps folder in Safe Mode

1.    Boot into Safe Mode.
2.    Right click on Start and click on Command Prompt (admin).
3.    Type these commands below one by one.

             •    cd C:\Program Files
             •    takeown /f WindowsApps /r /d Y
             •    icacls WindowsApps /grant “%USERDOMAIN%\%USERNAME%”:(F) /t
             •    attrib WindowsApps -h
             •    rename WindowsApps WindowsApps.old
4.    Reboot back into Windows.
5.    Run System Restore.

I no longer get the system restore error 0x80070091 "Appstaging error"

But now I get these new errors

Windowsapps folder is where all the Modern apps data is stored. If you install any apps from the Windows Store is also stored in the same location. Restore back Windowsapps folder.

That's what I figured

How do I restore it properly?

Do I do all the same steps above except reverse (rename WindowsApps WindowsApps.old) to

(rename WindowsApps.old WindowsApps)?

Does the ownership go back to the way it's supposed to?
