CD Drive will not recognize blank discs, but will recognize discs with media

My CD Drive will not recognize blank discs, but will recognize discs with media.

i know my CD Drive isnt ruined or old, because i recently burned some discs after i had the same problem.

but the difference between the recent time and this time is that my registry had "LowerFilter" & "UpperFilter" and i deleted them and i was able to fix the problem.

i recently did a Refresh on my Windows 8, but now i dont have "LowerFilter" & "UpperFilter" in my registry, so i dont know what is wrong with the dvd rw drive this time?
but since i was able to delete the filters the other time and fix the problem, i know its not a bad drive, im pretty sure it has something to do with some kind of setting?

i would really appreciate it if anyone could help me? thank you very much!
