Infected XP with no start button, task bar, and no .exe files will run

My Dell Dimension 4700 running XP SP3 starts up with no task bar, no start button and none of the .exe files will load. I have not internet access, I can't use ctrl alt delete, and I cannot get anything to load from a disk either. I tried restarting in safe mode, but its just a blank screen that says SAFE MODE in the 4 corners and no other options. I was trying to get it to run the reinstallation CD at start up but the other problem I am having is that the monitor won't turn on until the system is completely started up. So when I hit F12, i cannot see anything on the screen. ANY help would be greatly appreciated.
