Website Blocked Constant Popup

Running Windows 7 Ultimate 64 bit. Just started getting this annoying popup today and it is continuous.
WEBSITE BLOCKED
Domain: named in.dynamc-dns.net
IP address: 39.40.97.2
Port1209, 1211, 1213 1215 (changes each time it pops up)
Type: Outbound
File: Windows\Microsoftframework\v2.0.50727\cse.exe

I have run a scan in the safe mode and detect nothing. Is this an attempt at something/someone trying to hijack my computer? This is something I have never seen before and it is aggravating me to death.

What can I do to get rid of this? Any help appreciated.

Such messages...are typically generated by your browser or your AV program.
