Are you able to run a system file check?

Run cmd prompt as administrator and enter

sfc /scannow

Also have you tried entering from cmd prompt as shown here under....

Entering Safe Mode without access to Startup Settings

I can get to  that using  restart+shift   when I click on it the computer just restarts.

i'm doing the scan...  verification 100% complete. I assume no problem there.

yep!  cmd from advanced settings when I click on the the cmd the computer restarts

i'm running dism.....the restore operation completed successfully. the component store corruption was repaired.

the operation completed successfully.

 what  does that mean?

here is the funny thing just for fun I ran dism again it said the same thing... how can that be if it repaired the corruption?

weird.

i'll bet it's a virus  that's the only thing that makes sense.

Have you done a system restart since you did DISM ?

If you suspect an infection it may be worth posting here
