Windows update won't install

So I've tried installing KB4013429 normally, and it didn't work. Then I reinstalled windows 10 again and tried again and it still didn't work. Does anyone know how to fix this. I get this error when trying to install, Error 0x80070020. Thank you!

When you reinstalled Windows, did you reinstall your anti-virus?
