Specific question about upgrading rig.

Hey im trying to figure out what is better to do new gpu or processor with motherboard and ram.
My setup:
Intel® Core™ i7-3970X CPU @ 3.50GHz
Socket 2011 LGA (0x2)

Asus P9X79 LE (ddr 3 ;/)
Intel X79 rev. 06
x2 Kingston KHX1600C10D3/8GX DDR3

Geforce GTX Titan 6GB
Code name GK110 rev A1

Power sup: Corsair HX750

 

Main issue is under 30 fps on medium - med high settings on newer games with resolution 2560x1440 so i need to change something to have 40-50 on atleast high settings.

Would the newest gtx 1080ti work well with current processor or different gpu would boost performance in games ? Or should i look in new processor direction?

What games are you playing?  I don't think this PC needs an upgrade, that's still a farily high-end CPU and a Titan should be more than enough for most games.  That said, I'd wait for the GPU until AMD Vega GPU's are out.

Most recently GR Wildlands, medium to mid high settings barley 30 fps, Black Desert Online same, it might be due to gpu overheating ? (on benchmark in wildlands it statet 81 C) ?

Based on what I've seen, the GTX Titan will throttle voltages and clock speeds to keep the card under 80 celsius.  Something like an R9 Fury or a GTX 1070 would be reasonable choices.  If you want a card right now, but also want to wait for Vega, you could get an RX 480 and wait a few months.

I would wait for AMD Vega. Some competition in the high end market will bring down prices.

if you drop the resolution and/or reduce settings/details, and your framerates increase, then the GPU is your current bottleneck...
