Programs are Non-responding

I have been having an issue with several programs including my File Explorer (My PC). When opening programs & folders &/or renaming & saving files, I have a non-responding. When opening programs, it usually corrects itself within several seconds. When renaming, saving & moving files & folders, It sometimes takes as long as 5 or 10 minutes; Sometimes it just closes. The programs I am having the issue with so far are Paint Shop Pro & Name It Your Way. I have already addressed this as a program issue & it isn't. I am running Windows 10 Pro 64bit & have 16gig of memory. There is no malware or virus problem.
