Copying text causes some characters to be replaced with question mark

This is a problem a friend of mine has:

Whenever he copies a section of text from the Web or from any other source to Notepad, some characters usually at the end of a sentence/paragraph will be replaced with a question mark. It doesn't make any difference which font he uses?

I'm not sure which OS he has, but probably XP or Vista. I seem to remember having this problem with text files some years ago on Windows XP and it made no difference if I used ANSI or Unicode?

 

Anyone know why this happens and how to correct it please?
