Browser Crashing, Leads to System Lock

An issue that surfaced a few weeks ago in which, seemingly only while browsing (but could be wrong), Chrome will freeze, all other browsers get stuck in a "Connecting..." loop, and many programs (including browsers) refuse to open altogether. Those that will open are not able to perform any internet-related tasks unless they were already open, except for browsers. Many core WIndows applications (Notepad, Calculator, msconfig, etc.), however, seem to open and work properly.


After doing some pretty significant scans and checks through the help of a malware removal forum, it seemed to be unlikely that this problem is malicious. I have also already done chkdsk, sfc, and a full browser reinstall of both Chrome and Firefox but the problem continues.


A restart usually fixes the problem, as will waiting for a long enough time. It does not seem to occur in Safe Mode.


Kind of a "semi-lock"? The system seems to work fine, there is no overheating, operating lag or similar; most things simply refuse to open.
