You can create an install DVD or USB flash drive of Windows 10 using the Media Creation Tool.

https://www.microsoft.com/en-us/software-download/windows10

Edit: Do you need to pull data from the drive?

It takes hours to download the Win10 ISO if you're on DSL and still quite a while even if you have a cable modem.  It is not at all unusual for the early phase to sit at 0% for quite a while because of the overall size of the download; it takes a while for it to reach 1% and onward.

If you don't like the Media Creation Tool you can also try the Windows ISO Downloader available at MajorGeeks.

In either case, it's going to take a while - hours - to download the ISO if you're on DSL.

Do you mean 150 mbps? If so you can expect it to take about 7 or 8 minutes to download the entire Windows 10 Pro ISO. I only have 120 mbps and it takes me nearly 12 minutes to download the entire ISO, and another 15 minutes for a complete clean install.

Yes, download and burn the ISO from another machine or ask a friend to do it for you.  That or go to the Windows 10 Download Page and use the "Update Now" button for the machine that's stuck to see if that will work.

Have you downloaded the ISO yet? You can use that to do either a clean install or to repair your old system.

"It will NOT download."

Yes, it will, just not on your machine.   Find another, any other, and you can download the ISO file.  I suggested this hours ago and I don't know why you're not accepting that input.
