From Satellite to public WiFi...

I currently am stuck using Satellite internet.

But everywhere I go, there are signs about how such waiting room/train, etc. has WiFi connection. Can I adjust my Windows 10 (or whatever I get later, likely Linux)

from being used at home on a satellite connection to a public WiFi connection? (whatever that means...)

Can someone briefly explain? And thanks, in advance.
