Chrome times out and a couple more questions

Been using Chrome with Windows 10 for a long time. Now it takes forever to connect at certain times. One time I connect and breeze right along the next I am timing out to load any page. Have a Dell 3532 and this just started happening a month ago. I have a feeling it's due to Frontier ISP and traffic in my apartment complex. When checking speed, when it loads, I am getting 5gb which is what I pay for. I can't connect to anything when it's in its' slow mode.

Also, when I hit the start button, everything pops up but the description of each icon gets dimmer and dimmer and by the letter D you can't read it at all. I don't even konw where to start with this one.

Also, my audio is messed up.This just started. I have a Logitech 5.1 speaker system that sounds great. Lately however, after a restart I have to set up the audio from scratch. On top of this the balance has to be greatly adjusted. The left channel has to be set way out of what you would think is normal. I have tried evrything I could think of including the latest drivers but no change. Balance is way off.


Any thoughts or ideas would be welcomed.
