Each language has its own purpose.

Websites - Javascript, CSS, HTML, PHP, SQL, ASP.NET

Windows Desktop - C, C++, C#, Java, VB

Linux - C, C++, Java

MacOS - Objective-C, Swift, Java, C++

iOS apps - Objective-C, Swift, C++

Android Apps - C++, Java

Windows UWP Apps - C#, Javascript

and many different IDE's to use to program these. I would suggest just using Google to search up what you want to achieve and you should find some use case examples on which programming languages and IDE's to use.
