My New Custom Computer Just Randomly Shuts Off?!?!?

Ok this is what I have:

Memory: CORSAIR XMS2 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Unbuffered Dual Channel Kit System Memory Model TWIN2X2048-6400 - Retail

OS: Microsoft Windows XP Home With SP2 - OEM

I just got things together and I turned on the computer. I was getting ready to set the computer to boot from CD so I can install Windows. Then the computer just shut off. Then I turned it on again and once again it just randomly shut off. Some times it shuts off with in 15 seconds of turning it on and some times it shuts off with in a minuet of turning it on. What’s going on? I think I have everything connected right. I did not smell a burning smell and I felt around inside and I could not feel anything hot. Not just the computer shuts off the lights and gauges on the case shut off too. Like if I unplugged the computer well it was running. The PSU should be more then enough. It’s a 525-watt ENERMAX with dual 18A 12v rails.

Make sure the heatsink is sitting properly on the CPU.

Well it is stuck to the mobo. I tried pulling it off the mobo and it does not come off. Further more when I pressed down each of the four pins that hold it to the mobo I heard a series of clicks and in the manual it says if you hear the clicks its locked in place. Is there anything else I need to know about it? In the manual it just said aline it up with the holes in the mobo and push the pins down to lock it on and thats all. Yes the fan is plugged in.

try resetting ur cmos battery by taking it out holding the power button down for 15 secs and putting it back in. Make sure ur comp is unplugged. The Cmos battery basically is in charge of saving ur motherboard settings while the comp is off. Sometimes ur motherboard comes with invalid settings.

Check between the cooler unit and the CPU to see if there's a thermal compound to help transfer the heat.

When you boot it up, immediately go into the BIOS and find the section that has the temps for the CPU and motherboard - then watch them to see if it increases a lot just prior to the shutdown.
