Slow network speed

Was messing with my win98se system the other day and download speed seems to be caped at like 100 KB/s off my high speed 7Mbps internet connection.


Lan card is a hardware quality T100 3com card, what do you all think is going on ?

I used to happily run Windows 98SE on my Pentium III MMX and dial-up some time ago.  If this Windows 98SE used that LAN card really well before, suddenly now it does not, something was changed, hardware and/or software.  Do you remember any changes made immediately before this sudden slowdown?
