Laptop mouse and keyboard freezing every 7 seconds for 2-3 seconds

Hi, 

  Wonder if anybody can help with this problem.

Hi, I have laptop Dell Inspiron after downloaded some software discovered one problem. It seems like something periodicaly  clicking in background every 6-7 seconds and for the moment like 3 seconds mouse and keyboard becomes inactive not working clicking , scrolling or typing on keyboard. Tried to restore system , but problem still remains. I'm using external USB wireless mouse and tried to connect transmitter to all my USB ports , but problem still there the same . Also disconnected external USB mouse and  touchpad mouse acting the same. 

  If anybody replies with soliution how to fix it , I will be very happy . This problem very anoying , especially  when I have to write text and also behave the same in all other programms.

If you unplug the external mouse and keyboard does the internal keyboard and touchpad exhibit the same problem as the external?

Yes ,  I unpluged it and still problem remain the same.

Have you tried starting in safe mode?
