C:\ used space after windows 7 starter instalation

I'm trying to install windows 7 starter 32bit to a flashdrive and i want to know what is the used space one c:\ (or the windows partition) is after a clean install without any other software installed (only software from the windows instalation) so i can find the smallest flashdrive to install it on.

I know that the minimum requirements is 16gb for 32bit but sometime it uses less than 16 gb

I also know that i can just install it to a vm, but i dont have enough harddrive space for the virtual hard drive

As you have mentioned above, you'll need at least 16 GB of space, even though a fresh installation may take up less space. Windows needs 15% free space on the drive that it is installed on to do behind-the-scenes operations; think of the Pagefile and System Restore. Not having enough free space can lead to a myriad of problems, including BSODs. If I were you, I'd put Windows on a 32 GB flash drive, preferably a USB 3.0 one for optimum performance.
